How do you get silver hair?

My friend is trying to get her hair silver (it's naturally blonde). She already has it to a semi-pure white color, and she's tried using purple and blue shampoo (Shimmer Lights and Blue Malva by Aveda) and neither one have helped her achieve the look she's going for. What else can she do to achieve a medium silver look? Thanks!
