My mom wont let me wear makeup?

im 13 1/2 in 8th grade, she wont let me wear maakeup until the summer, but i cant wait. i fee so pretty with eye makeup. not to sound conceited but im not the most confident so yeah, but i just want eyeliner and eyeshadow. how can i sneak it? in the morning shes still home but in the afternooon she isnt, is lotion a good remover? also eyeliner doesnt wash off really good on me i have really pale skin so whats a good way to not leave ANY marks and not make my eye look red and irritated? thanks!
