Why are my hands cracking?

On my hands there a few spots where its worse as if someone went at it with a metal brush on my hands.They bleed often and im scared that its spreading,lotions dont help and the ones that do burn horribly.There is a red patch on my arms and im worried that this is not dry skin from winter.Making a fist makes it more likely that they will bleed and its quiet painless just very itchy.Does anyone know what this might be?
